FIF Webinar Series: Market Data Infrastructure Rule (Part 8)
The eigth installment of the FIF Webinar Series on the implementation considerations of the SEC Market Data Infrastructure Rule took place on March 29, 2022. Tom Jordan, FIF Advisory Chair moderated the panel of industry experts that included Adrian Griffiths of MEMX, Manisha Kimmel of MayStreet and Chris Nielsen of Charles Schwab. The webinar included discussions on the February 24 SEC response to the participant’s November 5 filing, additional comment letters submitted to the SEC and thoughts on the way forward from here. The panel also discussed the Plan Governance and lawsuits status.

FIF Webinar Series: Market Data Infrastructure Rule (Part 7)
The seventh webinar of the series took place on November 11. Tom Jordan, FIF Advisory Chair and Manisha Kimmel, Chief Policy Officer at MayStreet discussed the November 5th filing of the Plan Amendment by the SRO’s. The agenda included a summary of the amendment, status of governance changes, potential next steps and audience questions. In addition to his role at FIF, Tom Jordan is a member of the Advisory Committee of the UTP/CT/CQ Plans and the President of Jordan & Jordan. Prior to her role at MayStreet, Manisha was a senior Senior Policy Advisor to SEC Chair Clayton and served in leadership positions at Refinitiv and FIF.

The sixth webinar of the series focused on the the 311-page order issued by the SEC on August 6, 2021 approving the NMS Governance Plan Regarding Consolidated Equity Market Data, as modified. The panelists spoke to the background of the CT Plan, voting structure, SROs, Non-SROs, important dates, meetings, administrators and other considerations. The Financial Information Forum (FIF) hosted part two of our webinar series on the implementation considerations of the 898 page SEC Market Data Infrastructure Rule. This second webinar took place on February 8th. The webinar focused on the Data-core, odd-lots, round lots, regulatory and depth of book. The panel included a representative from an exchange, sell-side and the buy-side as we were joined by John Ramsay of IEX, Rich Steiner of RBC and Rob Mohan of Wellington. FIF Launches Webinar Series on New SEC Market Data Infrastructure Rules
The Financial Information Forum (FIF), an industry association that addresses new regulatory requirements implementation, held the first of a series of webinars to assist its members (brokers, exchanges, vendors) in understanding the technical and operational challenges they will face in moving to the new market data infrastructure for consolidating and distributing real-time market data.
The first webinar of the series was on February 1st where Wayne Aaron of Vedder Price, presented a summary of the rule and interacted with Matt Billings of Two Sigma and Tom Jordan of FIF on clarifications and views. The session also included audience participation, (8% of participants read all 898 pages) and questions (12 questions, 2 of which were answered real-time other 10 through webinar follow-up).
The Financial Information Forum was founded in 1995 to help industry participants meet regulatory requirements, perform market data capacity analysis and formulate technology strategies. Early projects were the Year 2000 conversion, decimalization and the Order Audit Trail System (OATS). Recently, FIF played a key role in implementing the Consolidated Audit Trail (CAT) system and changes to SEC Rule 606 reporting requirements. FIF recognizes that this new SEC Rule garners strong interest from the FIF Community as it affects the same firms as CAT, SEC Rule 606, Trade Reporting and Compliance Engine (TRACE) and Market Data delivery.
There is significant interest in this topic as evidenced by the over 150 registrants to the first webinar, 72 letters to the SEC and 71 SEC visits. The rule is complex and FIF will continue its webinar series with the next webinar scheduled for February 8th which will concentrate on The Data-core, odd-lots, round lots, regulatory and depth of book. This will be followed by Governance and Pricing on February 22nd and Competing Consolidators on March 1st. FIF Members will receive invites for all upcoming webinars.
